Where does the Town Centre end?

 

In the first ballot the 'Town Centre' boundary extended up one side of Boulevard St Brieuc as far as the County Council Building and included the Welsh Assembly. If these buildings were not Government buildings they would not be included in the catchment, there is a clear bias with this map

Despite questioned, we see the same bias in this ballot.

Not only are the Council not abstaining from voting for their Town Centre buildings, the boundary is again extending well outside the Town Centre to include these additional guaranteed 'Yes' votes.

So who designs where the boundaries of the BID catchment should be? It certainly isn't the businesses in the Town Centre

- The boundary is decided by the Yes Campaign,

- The Rateable Value is set by the Yes Campaign,

- The Levy Percentage payable is set by the Yes Campaign,

The whole reballot process is a repeat of the first time, swayed for a Yes win with Council bias for Council gain.
